Dustin Rennie Receives Belize PUC Telecommunications SAT License
Dustin Rennie: SAT License from PUC
As of September, 2025, Dustin Rennie was granted an SAT (Satellite Telecommunications) License by the Belize PUC (Public Utilities Commission).
Dustin Rennie of RE/MAX Belize was granted the special permit under the provisions of the Belize Telecommunications Act, Chapter 229 of the Substantive Laws of Belize, Revised Edition 2020. The license obtained was issued to the named Licencee (Dustin Rennie).
In the context of the Public Utilities Commission (PUC), “SAT” usually refers to Satellite Internet services. Examples being Starlink and other such satellite internet services.
The most notable recent “SAT” license issued by the PUC was to Starlink Belize LLC (Elon Musk’s company). They were granted a “Class License – Internet Service Provider” to operate satellite internet in Belize.

Public Utilities Commission (PUC) in Belize
The Public Utilities Commission (commonly referred to as the PUC) is the independent body in Belize that regulates utilities (electricity, water, telecom) and manages radio and internet connectivity services.
The Public Utilities Commission (PUC) of Belize is a government regulatory body that oversees and regulates key utility and infrastructure services to ensure they are:
- Fairly priced
- Reliable
- Safe
- Operated in the public interest
Essentially, they act as the “referee” between utility companies (such as Digi, BEL, BWS) and consumers, ensuring that services are fair, reasonably priced, and meet quality standards.
The PUC regulates three (or four) primary industries:
- Telecommunications: This includes Internet Service Providers (ISPs), mobile phone carriers, and radio frequencies. This division handles Starlink and the SAT licensing.
- Electricity: In Belize, electricity is primarily provided by BEL (Belize Electricity Limited). Some areas and homes use solar and other alternative electricity sources.
- Water: Water in Belize is managed by BWS (Belize Water Services)
- Sewage & Waste Water: This is also primarily done by Belize Water Services (BWS).
PUC Regarding Starlink & Internet
Under the telecommunications branch of the PUC, they also manage and oversee internet service providers.
With regards to Starlink and internet connectivity, PUC holds the authority to;
- Grant or Deny Licenses: No company can legally sell internet service in Belize without a license from the PUC. (This is why Starlink cannot yet sell Residential kits directly to you on their website—the PUC denied their specific application to be a mass-market ISP).
- Manage Spectrum: The PUC grants the radio frequencies used to transmit data. Since Starlink uses specific satellite frequencies, the PUC must authorize their use within Belize.
- Approve Equipment Imports: They determine what telecommunications hardware is legal to bring into the country.
What a PUC Belize SAT License Means
Dustin Rennie received a SAT License from the PUC and Belize Telecommunications on September 2, 2025.
A PUC Belize SAT License is issued by Belize’s Public Utilities Commission (PUC) for Satellite (SAT) telecommunication services, such as Starlink, allowing operation and usage. The SAT License requires PUC approval. And the devices brought to Belize for telecommunications need to register with the PUC for the importation and use of equipment. The PUC SAT License allows various forms of communication, including satellite internet.
Dustin Rennie SAT License
In September of 2025, Dustin Rennie received a SAT License from the PUC under telecommunications.
- SAT (Satellite): Refers to satellite-based communication services, such as satellite internet.
- License: Authorization from the PUC to provide or use specific communication services.
- The Permit: An individual application to the PUC to import telecommunications equipment (specifically a satellite terminal).
A PUC Belize SAT License is the legal permission and regulatory framework for using satellite technology in Belize, managed by the PUC to balance innovation with national service needs.
