Inter-American Development Bank (IDB) – $300 Million Roadmap for Sustainable Development on Ambergris Caye
The Inter-American Development Bank (IDB), in collaboration with the Government of Belize, recently launched the Strategic Plan for the Sustainable Development of Ambergris Caye, which is a key area for investment.
It involves an estimated investment of over US$300 million ($319 million USD) through a mix of public resources, private sector participation, and public-private partnerships (PPPs). The strategy focuses on four primary areas to increase the island’s “carrying capacity”—its ability to support both residents and tourists sustainably.
The IDB often acts more as a “development partner” rather than just a bank; it provides the money, technical expertise, and long-term planning to help developing countries grow.
While the plan was officially launched in May 2025, several immediate actions are already in motion or slated for 2026.
Ambergris Caye Plan Includes
Improvements in Transportation & Connectivity
- New Airport: A major highlight is the proposed airport in North Ambergris Caye (near the Secret Beach area). It is designed with an 8,800-foot runway to accommodate aircraft like the Boeing 737.
- Road Network: Upgrading and paving several miles of roads with concrete to link the West, South, and North sides of the island.
- Marine Ports: Strengthening transportation hubs and water taxi services to ease congestion.
Utilities & Environmental
- Water & Sanitation: Expansion of the water supply and sewerage network, particularly in growing settlements like San Mateo and northern areas, with a projected $60 million investment.
- Energy Reliability: Deployment of a battery energy storage system and the construction of a second submarine cable to the mainland grid by 2026 to ensure power stability.
Social & Urban Development
- Healthcare: Construction of high-standard health facilities to serve the growing population.
- Housing: Developing organized “housing nodes” to address the current housing deficit and provide services for tourism industry workers.
- Urban Services: Improving public spaces and community development projects to enhance the quality of life for San Pedro residents.

What is the IDB (Inter-American Development Bank)?
The Inter-American Development Bank (IDB) is the largest multilateral source of financing for Latin America and the Caribbean. Think of the IDB as a “development partner” rather than just a bank; it provides the money, technical expertise, and long-term planning to help developing countries grow.
The IDB operates through three main areas;
- IDB (The Main Bank): Works primarily with governments (public sector) to finance large-scale infrastructure, health, and education projects.
- IDB Invest: Works with the private sector, providing loans and technical advice to companies to encourage job creation and innovation
- IDB Lab: Acts as an innovation hub, testing new ideas and high-impact technologies to solve social and environmental problems.
The IDB typically provides loans and other financing for developing regions. They provide low-interest loans and grants for projects that might be too “risky” or long-term for traditional commercial banks. This includes building roads, upgrading power grids, and expanding water systems.
The IDB does not just hand out a check; it provides experts to help design projects, conduct environmental impact studies, and train local officials.
One of the many roles the IDB plays is in regional integration. They fund projects that connect countries, such as trade agreements, trans-border highways, and shared energy grids.
